We have to be careful about wanting more government intervention in the state forests. Both in terms of limited access and increased law enforcement. The price of having our current level of freedom is that we have to deal with, and to some extent live with, the negitive aspects (and people) that take adavantage of it and abuse it.
As for areas with limited or no vehicular access...they exist. The 10,000 acre Franklin Parker Preserve. There is also a natural area in Wharton near Lower forge where no vehicular traffic is allowed, I'm not sure of the acreage.
