The trail system at Wells Mills County Park has been closed since the storn due to the large number of hazardous trees on the trails. The trails have been cleared and are open to the public again. Who pays for WMAs isn't relevant in this case anyway. The Parker Preserve isn't a WMA (nor are county parks). WMAs are also not closed to the public during hunting season.
