I don't know Al, perhaps because of the multiple uses such as small game and fishing on WMA's , State Parks , State Rec areas and State Forests ?? Actually Al, it's just the rifle itself that is prohibited on those properties. Groundhogs can still be hunted with bow or shotgun on those lands...
