That is a mojor road, not

Major off road damage has been done here and was pretty much started by The State Forest Fire Service back in the late 1990's. Had they let it alone the area would have recovered, as parts of it they didn't touch already have.

It used to be a beautiful area with grasses and wild flowers before the fire but now it's full of mud holes and trash.
What's interesting to note is that those off roading there are very predictable, Friday night to Sunday afternoon. It would be easy to catch them but aparently the police don't care.
