It appears to me that that the monument was repointed or repaired and the tarp is there to help protect the new cement from the freezing weather.

I will take a crack at it. It is in the tree line along Glossy Spung Road. I don't want to get to specific so it will remain there. -I think I may spend to much time in obscure and odd places in the Barrens.
