Well, it's in my blog . Different geolocation mechanisms give different results. All use some combination of subnet ARP records that point to the owner of a subnet, and some used more advanced algorithms.
Anyway, not sure if we're debating, and if we are, over what. IP is not a reliable indicator of a poster's identity. If you had a trouble poster from six months ago and compared IPs to a current problem there is no guarantee of any reliable conclusion being drawn from that examination, absent the cooperation of the ISP. "They're both Comcast subscribers from the Port Murray node" doesn't tell you much. There are close to a million people in that category. Even "they are both Comcast subscribers from Long Valley, NJ" is essentially worthless information.
